Cleanmail was a Royal Mail service that allowed businesses to print RM4SCC barcodes on bulk post and pre-sort them to allow for fast, automated processing and delivery in return for a lower per-item price.
The Cleanmail page here allowed anyone to generate RM4SCC barcodes by entering a post code and delivery point.
